Pursuant to the Arkansas Operating Air Permit Program (Regulation #26) Section 602, the Office of Air Quality of the Arkansas Department of Environmental Quality gives the following notice:

Enable Mississippi River Transmission, LLC—Fountain Hill Compressor Station (02­00065) operates a facility located at 409 Ashley 8 Road, Hamburg, AR  71646.  This facility has submitted an application to renew the facility’s Title V permit as well update the emissions from the compressor engine sources.  The permitted emission changes are as follows:  an increase of 0.8 tpy PM/PM10, an increase of 0.8 tpy SO2, an increase of 0.7 tpy VOC, an increase of 0.2 tpy CO, an increase of 0.2 tpy NOX and an increase of 1.32 tpy Total HAPs.

The application has been reviewed by the staff of the Department and has received the Department’s tentative approval subject to the terms of this notice.

Citizens wishing to examine the permit application and staff findings and recommendations may do so by contacting ADEQ Air Permits Branch.  Citizens desiring technical information concerning the application or permit should contact Jesse Smith, Engineer.  Both ADEQ Air Permits Branch and Jesse Smith can be reached at the Department’s central office, 5301 Northshore Drive, North Little Rock, Arkansas  72118-5317, telephone: (501) 682-0744.

The draft permit and permit application are available for copying at the above address.  This information may be reviewed during normal business hours.  The draft permit may also be found at http://www.adeq.state.ar.us/air/permits/draft_noi.aspx. 

Comments will be accepted in accordance with Section 8.208 of Regulation #8.  During the public comment period, any person may submit written comments to the Department at the above address Attention:  ADEQ Air Permits Branch or to airpermits@adeq.state.ar.us by email.  Any interested person may request a public hearing on the draft permitting decision during the public comment period.  The public comment period shall begin on the day this notice is published and shall expire at 4:30 p.m. Central Time on the thirtieth (30th) calendar day after publication of this notice.

The Director shall make a final decision to issue or deny this application or to impose special conditions in accordance with Section 8.211 of the Arkansas Pollution Control and Ecology Commission’s Administrative Procedures (Regulation #8) and Regulation #26.

An Ordinance Amending Ordinance No. 2017-3

Fixing The Rates And Charges For The Rural Water System Of The City Of Hamburg Arkansas And Other Matters Relating Thereto

WHEREAS, the City of Hamburg, Arkansas (the “City”) owns and operates a Rural Waterworks system; and

WHEREAS, the City Council of the City, by Ordinance No. 2017-3, fixed rates for services of the Hamburg Rural Water System: and 

WHEREAS, increased costs of operation and maintenance require an adjustment of rates charged for services of the Hamburg Rural Water System.

NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF HAMBURG, ARKANSAS:

Section 1: The following rates are fixed as monthly rates to be charged for water to be furnished by the Hamburg Rural Water System:

Residential and Commercial Rates

1.First 1,000 gallons of water consumed (or portion thereof) per month, $27.90 (which shall be the monthly minimum charge).

2.For the next 9,000 gallons of water consumed (or portion thereof) per month, $3.75 per 1,000 gallons.

3.For all water consumption in excess of 10,000 gallons of water per month, $3.20 per 1,000 gallons.

Section 2: All Ordinances or parts of Ordinances in conflict with the provisions of this Ordinance are herby repealed.

Notice Of Public Hearing On Proposed Rural Sewer Rates

NOTICE is hereby given that a public hearing will be held in the Municipal Courtroom, City Hall, Hamburg, Arkansas at 4:30 p.m. on November 23rd, 2020.

All of the users of the Hamburg Rural Sewage and Wastewater Works and the owners of property served by said Works shall have opportunity to be heard concerning the following proposed rates or charges for the use of said system:

Sewer Rates

Rural SEWER For RURAL WATER CUSTOMERS

1.First 1,000 gallons of water consumed (or portion thereof ) per month, $7.40 (which shall be the monthly minimum charge).

2.For the next 6,000 gallons of water consumed (or portion thereof ) per month, $2.00 per 1,000 gallons.

3.For all in excess of 7,000 gallons of water consumed per month, $1.520  per 1,000 gallons.

RURAL SEWER ONLY

The following rates apply to customers only in the area generally described as “Martinville” immediately north of and adjacent to the city which is to be served by the sewer system who do not connect to the water system:

4.A flat monthly charge of $45.00.

A copy of the schedule of the rates and charges established for operation of the Hamburg Rural Sewage and Wastewater Works is kept on file in the office of the Hamburg Public  

Works Supervisor at City Hall and also in the office of the municipal clerk, and is open to inspection by all parties interested, during regular business hours.
