5 Year Contracted Reappraisal
Bids for a contracted countywide reappraisal of real property for Ashley County, Arkansas, are now being accepted by the Ashley County Assessor’s Office. The reappraisal will be for the time period of January 1, 2019, through December 31, 2023; to review, reappraise and revalue approximately, 19411 parcels of real property in Ashley County, Arkansas.
The Countywide Reappraisal is to be completed in accordance to all bid specifications, for contracted reappraisals provided by the Assessment Coordination Department of the State of Arkansas.
In addition, the reappraisal must be performed utilizing the Ashley County Assessor’s Office existing software, which is provided by Arkansas CAMA Technologies. As part of the reappraisal, the contractor must provide the items indicated in the Addendum to the plan.
Bid specifications may be obtained by contacting the Ashley County Assessor’s Office at 205 E Jefferson Street, Hamburg, AR 71646 and request that the specifications be mailed, emailed, or faxed. Sealed bids for reappraisal services must be mailed or hand delivered to the Ashley County Assessor’s Office in a sealed envelope or container clearly labeled “Bid Documents” by 10:00 am on October 25th, 2018. All sealed bids will be opened on October 25th at 1:30 pm.
PROCLAMATION DECLARING RESULTS OF ELECTION
I, the undersigned Mayor of the City of Hamburg, Arkansas (the “City”), after examining the election returns and the Certificate of the Ashley County Board of Election Commissioners certifying the vote FORE and AGAINST the levy of a one percent (1.00%) sales and use tax which will commence on January 1, 2019, the net collections of which remaining after the State of Arkansas deducts its administrative charges and required rebates, shall be dedicated to and use solely for the purposes set forth in the ballot questions below, do hereby proclaim that the votes cast FOR and AGAINST the levy of the sales and use tax were as follows:
Adoption of a one percent (1.00%) local sales and use tax within the City of Hamburg, Arkansas, the net collections of which after deduction of the administrative charges of the State of Arkansas and required rebates, to be used by the City for one or more of the following: (a) fund the operating expenses of an ambulance service to be operated by or on behalf of the City; (b) fund the City’s contribution to the ambulance services operations of an emergency medical healthcare facilities board under the Public Facilities Boards Act (Ark. Code Ann. 14-137-101 et seq.); (c) fund the City’s contribution to provision of emergency medical services to its residents and to the residents of Ashley County, surrounding counties, and municipalities within those counties, but only if the governing bodies of such counties and municipalities request, authorize and contract with the City for the provision of such services under applicable Arkansas law; (d) fund the acquisition of equipment and capital improvements for the operation of an ambulance service operated by or on behalf of the City, and (e) fund the City’s obligation under contracts for other entities to provide ambulance services to or for the benefit of residents of the City and surrounding areas.

All persons are hereby notified that the results of the election on the question of the levy of the sales and use tax shall be conclusive unless attacked in the Circuit Court of Ashley County within thirty (30) days after the publication hereof.

NOTICE OF PUBLIC HEARING
Notice is hereby given that a public hearing will be held before the Quorum Court of Ashley County, Arkansas (the “County”) at 2:30 P.M. on Tuesday, October 9, 2018, at the Ashley County Courthouse, located at 205 East Jefferson Street, Hamburg, Arkansas, on the question of the entry of an order authorizing the issuance of not to exceed $70,000,000 principal amount of industrial development revenue bonds on application of Georgia-Pacific Consumer Operations LLC, a Delaware limited liability company (the “Company”). The bonds will be issued under the applicable laws of the State of Arkansas, including particularly Title 14, Chapter 164, subchapter 2 of the Arkansas Code of 1967 Annotated (A.C.A. Section 14–164–201, et seq.), to finance the acquisition, construction and installation of property and equipment required for the expansion of the Company’s facility in Crossett, Arkansas, including, but not limited to, the construction and installation of two new converting lines, the acquisition of associated machinery and equipment, and infrastructure improvements, all located within the boundaries of the County (the “Project”).
The property being financed will be owned by the County and leased to the Company for lease rentals sufficient to provide for the payment of the principal of and interest on the bonds as and when due. The bonds will not be general obligations of the County, but will be special obligations, and in no event will they constitute an indebtedness of the County within the meaning of any constitutional or statutory limitation.
Interested persons may appear at the public hearing and express their views on the proposed issuance of the bonds. At the hearing, all objections and suggestions will be heard and considered, and the Quorum Court will take such action as deemed proper.
