PROCLAMATION AND DESIGNATION OF POLLING PLACES

WHEREAS, the Ashley County Election Commission does hereby call a Special Election to be held on September 11, 2018, within the city of Hamburg, Arkansas.

WHEREAS, the Ashley County Election Commission of Ashley County, Arkansas, is required by law to issue a proclamation setting forth the polling places for said Special Election and to notify the qualified voters within the City of Hamburg, Arkansas, of the matters to be presented on the ballot for their consideration.

NOW, THEREFORE, KNOW ALL MEN BY THESE PRESENTS:

1. That there will be a Special Election on September 11, 2018.

2. That the polling places for said Special Election in said county will be as follows:

A. The polling place for the voting precincts of Hamburg Ward I, Hamburg Ward II and Hamburg Ward III will be the Ashley County Clerk’s office, Ashley County Courthouse at 205 E. Jefferson St., Hamburg, Arkansas.

3. That the ELECTION DAY voting will be held from 7:30 a.m. to 7:30 p.m. EARLY VOTING will begin at the office of the Ashley County Clerk, Hamburg on Tuesday, September 4th through Friday, September 7th from 8:00 a.m. to 4:30 p.m., ending Monday, September 10th from 8:00 a.m. to 4:30 p.m. The location of the opening, processing, canvassing, and counting of absentee ballots will be the Ashley County Courthouse. The opening and processing will begin at 5:00 p.m.

Adoption of a one percent (1.00%) local sales and use tax within the City of Hamburg, Arkansas, the net of which after deduction of the administrative charges of the State of Arkansas and required rebates, to be used by the City for one or more of the following: (a) fund the operating expenses of an ambulance service to be operated by or on behalf of the City; (b) fund the City’s contribution to the ambulance services operations of an emergency medical healthcare facilities board under the Public Facilities Boards Act (Ark. Code Ann. 14-137-101 et seq.; (c) fund the City’s contribution to provision of emergency medical services to its residents and to the residents of Ashley County, surrounding counties, and municipalities within those counties, but only if the governing bodies of such counties and municipalities request, authorize and contract with the City for the provision of such services under applicable Arkansas law; (d) fund the acquisition of equipment and capital improvements for the operation of an ambulance service operated by or on behalf of the City, and (e) fund the City’s obligation under contracts for other entities to provide ambulance services to or for the benefit of residents of the City and surrounding areas.
