Public Notice

The HAMBURG WATERWORKS is a public water system subject to regulation under the federal Safe Drinking Water Act. Those regulations require the notification of customers whenever a violation occurs, and is the basis for this notice.

The monthly Bacteriological Monitoring and Operations Reports are required to be submitted to the State by the 10th day of the following month. This requirement was not met June 2018.

The U.S. Environmental Protection Agency sets standards for drinking water. Public water systems are required to regularly have their water bacteriologically tested in a certified laboratory. These samples are analyzed for Total Coliform and E. coli bacteria. Coliform bacteria is used as an indicator for serious pathogenic organisms.

Failure to meet this requirement does not necessarily mean that the water is unsafe or that alternate water sources of water should be used.

The water system has set specific guidelines and appointed a specific person to be sure samples are taken in a timely manner.

Pursuant to the Arkansas Operating Air Permit Program (Regulation #26) Section 602, the Office of Air Quality of the Arkansas Department of Environmental Quality gives the following notice:

Enable Mississippi River Transmission, LLC - Fountain Hill Compressor Station (02­00065) operates a facility located at 409 Ashley 8 Road, Hamburg, AR  71646.  This facility has submitted an application to update the facility’s Compliance Assurance Monitoring plan and conditions, revise the facility’s hazardous air pollutant emissions based on EPA emission factors, update the total sulfur limit and emissions based on the Federal Energy Regulatory Commission’s gas tariff, and add conditions from New Source Performance Standards Subpart OOOOa to a compressor.  Annual permitted emissions increase by 3.2 tons per year (tpy) of sulfur dioxide and 0.68 tpy of total hazardous air pollutants.  Annual permitted emissions decrease by 0.5 tpy of carbon monoxide.

The application has been reviewed by the staff of the Department and has received the Department’s tentative approval subject to the terms of this notice.

Citizens wishing to examine the permit application and staff findings and recommendations may do so by contacting ADEQ Air Permits Branch.  Citizens desiring technical information concerning the application or permit should contact, Kyle Crane, Engineer.  Both ADEQ Air Permits Branch and Kyle Crane can be reached at the Department’s central office, 5301 Northshore Drive, North Little Rock, Arkansas  72118-5317, telephone: (501) 682-0744.

The draft permit and permit application are available for copying at the above address.  This information may be reviewed during normal business hours.  The draft permit may also be found at http://www.adeq.state.ar.us/air/permits/draft_noi.aspx.

Comments will be accepted in accordance with Section 8.208 of Regulation #8.  During the public comment period, any person may submit written comments to the Department at the above address Attention:  ADEQ Air Permits Branch or to airpermits@adeq.state.ar.us by email.  Any interested person may request a public hearing on the draft permitting decision during the public comment period.  The public comment period shall begin on the day this notice is published and shall expire at 4:30 p.m. Central Time on the thirtieth (30th) calendar day after publication of this notice.

Notice Of Public Hearing

Notice is hereby given that the City Council of the City of Crossett, Arkansas will hold a public hearing on October 1, 2019, at 6:00 p.m. in the Crossett Public Library, 1700 Main Street, Crossett, Arkansas, for the purpose of considering adoption of an Ordinance authorizing the issuance of Water Capital Improvement Revenue Bonds (the “Bonds”), in one or more series, in the aggregate principal amount not to exceed $1,600,000 to (i) finance all or a portion of the costs of constructing extensions, betterments and improvements to the water system (the “System”) of the City, (ii) to fund a depreciation reserve fund, and (iii) to pay certain other costs incident to the issuance of the Bonds.

Any persons who are residents of the City and are served or to be served by the System or are otherwise interested are invited to appear and make their comments, suggestions and objections known to the City Council at this time.  Following the conclusion of the public hearing, the City Council will take such action as is deemed proper in the premises.
