Notice Of Public Hearing

On The Question Of Adoption Of An Ordinance Authorizing The Issuance Of Sewer Revenue Capital Improvement Bonds To Provide Financing For Improvements To The Sewer System Of The City Of Portland, Arkansas

There will be a public hearing at which the users of the City of Portland, Arkansas Sewer System (the “System”), the owners of property served or to be served by the System, the citizens of the City of Portland, Arkansas (the “City”) and all other interested persons shall have an opportunity to be heard concerning the proposed issuance of the sewer revenue capital improvement bonds (the “Bonds”) described below.  The public hearing will be held at a meeting of the City Council to be held at 6:00 o’clock p.m. Monday, November 25, 2019, at the City of Portland City Hall, 227 N Main Street, Portland, Arkansas.

The City Council has determined that extensions, betterments and improvements to the System should be constructed in order that the City and its inhabitants may have adequate and proper sewer facilities.  In order to finance the costs of the engineering and design of the improvements to be constructed and certain other construction costs together with the cost of authorizing and issuing the Bonds, it is proposed that the City issue the Bonds in the maximum principal amount of $1,545,000.00.  The Bonds will be secured by a pledge of and lien on the system revenues and any other revenues of the City legally available for that purpose.

At the hearing all objections, questions and other comments concerning the proposed issuance of the Bonds will be heard, and the City Council will take such action as is deemed proper in the premises.
