Proposed Budget Of Expenditures

With Tax Levy For Fiscal Year

Beginning July 1, 2021 To And Including June 30, 2022

The Board of Directors of Hamburg School District of Ashley County, Arkansas, in compliance with the requirements of Amendments No. 40 and No. 74 to the Constitution of the State of Arkansas and of Ark. Code Ann. § 613622, has prepared, approved and hereby makes public the proposed budget of expenditures, together with the tax rate, as follows:

1. Salary Fund Expenditures $7,285,000

2. Instructional Expense $3,900,000

3. Maintenance & Operation Expense $1,685,000

4. Dedicated Maintenance and Operation Expenditures            0

5. Pupil Transportation Expense $950,000

6. Other Operating Expense 0

7. Non-Bonded Debt Payment $155,000

8. Bonded Debt Payment $835,292

9. Building Fund Expense $4,500,000

To provide for the foregoing proposed budget of expenditures, the Board of Directors proposes a total school tax rate (state and local) of 39.50 mills on the dollar of the assessed value of taxable property located in this School District.  The proposed tax includes the uniform rate of tax (the “Statewide Uniform Rate”) to be collected on all taxable property in the State and remitted to the State Treasurer pursuant to Amendment No. 74 to the Arkansas Constitution to be used solely for maintenance and operation of schools in the State.  As provided in Amendment No. 74, the Statewide Uniform Rate replaces a portion of the existing rate of tax levied by this School District and available for maintenance and operation of schools in this District.  The total proposed school tax levy of 39.50 mills includes 25.00 mills specifically voted for general maintenance and operation and 14.50 mills voted for debt service previously voted as a continuing levy pledged for the retirement of existing bonded indebtedness. The surplus revenues produced each year by the debt service millage may be used by the District for other school purposes.

The total proposed school tax levy of 39.50 mills represents the same rate presently being collected.

On November 20, 2019, the City of Portland, Arkansas, sent to the Ashley County Ledger copies of two Notices of Public Hearing, which are correctly published in this edition. These two Notices correctly appeared in the Ashley News Observer on November 27, 2019. On Monday, November 25, 2019, the City of Portland Sewer Rate Notice of Public Hearing was modified and sent to the Ashley County Ledger at 4:22 p.m. C.S.T. Both versions of the Sewer Rate Notice were published in error. The correct Notices appear in this edition. We apologize for the error.

Notice Of Public Hearing On Sewer Rates

There will be a public hearing at which users of the City of Portland, Arkansas Sewer System (the “System”), the owners of property served or to be served by the System, the citizens of the City of Portland, Arkansas (the “City”) and all other interested persons shall have an opportunity to be heard concerning the confirmation of the sewer rates.  The public hearing will be held at a meeting of the City Council to be held at 6:00 o’clock p.m. on the 9th day of December, 2019, at the City of Portland City Hall, 227 N Main Street, Portland, Arkansas.

There has been introduced in the City Council an Ordinance confirming the sewer rates for basic services to be charged by the System, as follows:

Monthly Sewer Rates

The sewer usage of each customer shall be determined each month by meter measurement, and the amount to be paid by each customer shall be computed based on the following schedule of rates:

1.     For the first 1,000 gallons of water consumption per month, or portion thereof: $18.00 Minimum

2.     For each additional 1,000 gallons of water consumption per month, or portion thereof: $4.00/1,000 gallons or portion thereof

At the hearing all objections as to rates will be heard, and the City Council will take such action as is deemed proper in the premises.

On The Question Of Adoption Of An Ordinance Authorizing The Issuance Of Sewer Revenue Capital Improvement Bonds To Provide Financing For Improvements To The Sewer System Of The City Of Portland, Arkansas

There will be a public hearing at which the users of the City of Portland, Arkansas Sewer System (the “System”), the owners of property served or to be served by the System, the citizens of the City of Portland, Arkansas (the “City”) and all other interested persons shall have an opportunity to be heard concerning the proposed issuance of the sewer revenue capital improvement bonds (the “Bonds”) described below.  The public hearing will be held at a meeting of the City Council to be held at 6:00 o’clock p.m. on the 9th day of December, 2019, at the City of Portland City Hall, 227 N Main Street, Portland, Arkansas.

The City Council has determined that extensions, betterments and improvements to the System should be constructed in order that the City and its inhabitants may have adequate and proper sewer facilities.  In order to finance the costs of the engineering and design of the improvements to be constructed and certain other construction costs together with the cost of authorizing and issuing the Bonds, it is proposed that the City issue the Bonds in the maximum principal amount of $1,545,000.00.  The Bonds will be secured by a pledge of and lien on the system revenues and any other revenues of the City legally available for that purpose.

At the hearing all objections, questions and other comments concerning the proposed issuance of the Bonds will be heard, and the City Council will take such action as is deemed proper in the premises.
